
On June 24, the Borough of Franklin, New Jersey in Sussex County became the second town in the state to pass a resolution refunding carry permit fees to the tune of $150.
Franklin followed the lead of Englishtown, under Mayor Daniel Francisco, which was the first in the state, and perhaps the nation, to enact such a measure.
Francisco was one of a handful of elected officials who provided testimony at the Franklin hearing prior to the vote that passed resolution 2025-60, which eliminated the $150 fee associated with the municipal portion of the concealed carry permit fee.
In addition to Franklin officials, Mayor Sowden and Councilman Concetto Formica, who ardently supported the pro-civil liberties measure, they found support from Joe Loporto, Director of Government Affairs of the Civil Liberties Policy Research Center of New Jersey, and New Jersey Assemblywoman Dawn Fantasia who both gave testimony.
According to News2A sources, numerous other New Jersey municipalities have similar measures on the docket and are prepared for a vote in the near future.
The Second Amendment revolution sparked in Englishtown is likely to spread across the state, and perhaps even the country. We will continue to report on this trend.
The statutory fee to apply for a concealed carry permit in New Jersey has been $200 since the state’s so-called “carry killer” bill was signed into law in December of 2022. $50 of that fee was designated to go to the New Jersey Victims of Crime Compensation Office. The U.S. Court of Appeals for the Third Circuit struck down the $50 portion of the fee as a “tax on a right.”
Each town that votes to rebate the $150 portion of the fee makes the permit application free.
