ATF continues reform and implementation of 34 rules in historical reform package

WASHINGTON — The ATF is continuing to propose and post rules announced during its April 29 press conference to modernize and reform gun-related administrative issues.

In a June 6 post, the ATF expanded on the proposal to eliminate the requirement that NFA applicants send a copy of their application and Responsible Person Questionnaire (ATF Form 5320.23) to their local Chief Law Enforcement Officer.

This not only removes an administrative burden from individuals but restores a layer of privacy related to firearms ownership. Most municipalities had little use for the information. The ATF notes that the previous requirement “…has not delivered meaningful public safety benefits.”

The proposed rule is now available on the Federal Register for review and comment.

Plaintiffs file for summary judgment in suit challenging NY’s body armor ban

On Friday, June 5, plaintiffs challenging New York’s ban on body armor filed a motion for summary judgment at the district court in Heeter v. James. The case is backed by the Firearms Policy Coalition.

Summary judgment is a request to the court to decide the case without a trial when there are no disputed facts.

The lawsuit, filed in 2024, resulted from the state’s ban on body armor. In a recent briefing, the state argued that body armor is “dangerous and unusual” – an assertion that will be very difficult to defend against recent Supreme Court decisions, and, from the perspective of an ordinary person, seems outlandish.

Supreme Court grants move for supplemental briefing in Hawaii’s ‘vampire rule’ case

WASHINGTON — On Monday, June 8, the Supreme Court allowed the petitioners in Wolford v. Lopez, the case challenging Hawaii’s default rule against carrying guns on private property open to the public, to file a supplemental brief. The case was argued before the court in January of this year.

The briefing advised the court that both the Fourth Circuit and Second Circuit courts had found similar rules in New York and Maryland to be unconstitutional, and asked the court to concur with those decisions in the case of Hawaii’s law.

It’s also notable that this is the first-ever case in which the Department of Justice filed a pro-Second Amendment amicus curiae brief.

Virginia AG says right to bear arms is a ‘collective right tied to militia service’

RICHMOND, Va. — Subsequent to the May 15 enactment of legislation banning “assault weapons” and “high capacity magazines”, Virginia is now defending a massive lawsuit challenging those laws.

In its most recent briefing, the state essentially argues that the Supreme Court erred in finding that the right to keep and bear arms is an individual right, as affirmed in Heller.

Instead, the state interprets the right to keep and bear arms as “a guarantee of a collective right tied to militia service.” It may be time for all Virginia residents to declare themselves as part of the militia.

GOA-Pennsylvania-backed bill would remove LTCF requirement for a loaded firearm in a vehicle

HARRISBURG, Pa. — The state-level arm of Gun Owners of America in Pennsylvania worked with State Rep. Andrea Verobish to draft and introduce House Bill 2599 to eliminate the LTCF permit requirement for carrying loaded firearms in vehicles.

Current Pennsylvania law mandates a License to Carry Firearms (LTCF, commonly called a concealed carry permit) for loaded firearms in vehicles, even though open carry without a permit is allowed in most other public places.

Introduced on June 3, the bill has 26 co-sponsors – all Republicans – and has been referred to the Judiciary Committee.

Gun rights groups sue California cities for enforcing handgun rationing laws

LOS ANGELES — On June 3, gun rights groups, Firearms Policy Coalition, and California Gun Rights Foundation joined a private citizen in suing the cities of Los Angeles and Inglewood for enforcing a measure prohibiting the purchase of more than one handgun in a 30-day period.

Lopez v. City of Los Angeles was filed in the U.S. District Court for the Central District of California. In September of 2025, the DOJ, under AAG Harmeet Dhillon, launched one of its first affirmative actions against California over infringements caused by its firearms permitting schemes.

Delaware seeks to introduce ‘FFL Killer Bill,’ requiring state-level licensing

DOVER, Del. — The leftist ethos played out time and again is that if you can’t ban guns, make selling them as onerous and difficult as possible, something Delaware is looking to achieve with Senate Bill 300.

Introduced in April, the bill creates a new state-level firearms dealer licensing regime and imposes numerous administrative requirements on firearms dealers that could drive out many small dealers that are already regulated by the federal government. The measure was reported out of the House Administration Committee on June 10, and is now on the House Ready List and eligible for floor consideration.

The NRA-ILA, which tracks gun control measures, notes that “These costly and burdensome new requirements on gun stores go far beyond what is required at any other retail establishment, including high-end surveillance cameras, video storage and more.” Concerned citizens can use their form to take action on the bill.

TALLAHASSEE, Fla. — Florida Attorney General James Uthmeier announced in a June 11 X post that the Florida HOA that tried to ban firearms rescinded the unconstitutional ban.

On June 10, a lawyer representing Tallahassee-based Tradition Community Association stated that the board reviewed and rescinded the May bylaw that would ban the carrying of weapons in common places. Shortly after announcing their new bylaw, AG Uthmeier threatened legal action from the state for infringing on Second Amendment rights.

Mr. Uthmeier continues to be one of the most pro-2A attorneys general in the country. He recently moved to settle a lawsuit against the state’s three-day waiting period, calling the delay “unconstitutional.”

More sheriffs and commonwealth’s attorneys unwilling to enforce Virginia gun control laws

What started with just a handful of individuals has now grown to at least eight sheriffs and 15 commonwealth’s attorneys who have publicly stated they will not enforce Virginia’s unconstitutional gun control laws and bans.

The movement started in May, and the growing number inspired the Virginia Citizens Defense League to compile a list it updates frequently.

In 2019 to 2020, when the last anti-gun administration attempted to enforce gun control measures, nearly all Virginia municipalities declared themselves 2A sanctuary cities. That movement started again in 2026, with at least 30 municipalities declaring themselves 2A sanctuaries again in response to Governor Spanberger’s proposed gun control agenda.

Colorado gun rights group sues governor over bill that exposes privacy of gun owners’ records

DENVER — On June 2, HB 26-1126 became law in Colorado, prompting the Colorado State Shooting Association to announce a lawsuit against the state challenging the measure on both Second and Fourth Amendment grounds.

According to the CSSA, the new measure allows government officials to obtain firearm purchase records from gun stores without a warrant, probable cause, or even a stated reason.
