Howell, New Jersey, Becomes Latest Municipality to Rebate Carry Permit Fees, Continuing Trend

On Tuesday, November 25, 2025, the Howell Township Council unanimously passed a resolution to rebate $125 of the $150 municipal fee for a New Jersey Permit to Carry a Handgun. With the passing of this resolution, Howell becomes the twelfth New Jersey municipality to enact a partial or full rebate of permit-to-carry fees.

The rebate applies to residents who have paid the municipal portion of the carry permit fee and who submit a reimbursement request with proof of payment. Residents can obtain the rebate application form by contacting Howell Township Municipal Offices. The township will retain $25 to cover administrative costs.

The resolution was introduced with outreach from local firearms instructor Jim Howard, a member of the Coalition of New Jersey Firearm Owners Board of Trustees, and supported by Councilman Ian Nadel and Mayor John Leggio. No members of the public spoke in opposition during the meeting, with one resident speaking in favor. One councilmember was absent.

“By refunding the majority of concealed carry permit fees, Howell is removing the financial burden that was unfairly placed on our residents by the state Legislature,” Councilman Nadal told Bearing Arms in a statement. “Residents merely want to exercise their constitutional and natural-born freedoms – all of which are solidified in our Nation’s Bill of Rights.”

Howell, which has a population of 53,537 has approved 638 permit to carry applications. You can view the full list of New Jersey municipalities that have approved similar measures in our tracker.
