Sponsored by a female Democrat named Karen, Virginia House Bill 207 would impose an excise tax on dealers for the sale of each suppressor in the amount of $500. The bill is Exhibit A in the left’s ongoing assault on the Second Amendment and attempt to disarm Americans.
Introduced on January 7 by Karen Keys-Gamarra (Democrat), the bill currently sits pending a referral. Ms. Keys-Gamarra has been serving the 7th District since January 2024, according to her bio. She also holds a juris doctor from Washington University School of Law.
The bill comes after news that on January 1, the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) processed approximately 150,000 e-Forms, compared to a typical daily volume of around 2,500, according to a National Shooting Sports Foundation industry alert. And in just eight days, that number has risen to 200,000 according to a post by the National Association for Gun Rights.
The massive influx of applications is due to the January 1 effective date of the so-called “One Big Beautiful Bill” signed into law in July of 2025, which reduced the NFA excise tax from $200 to zero.
Like many other disarmament bills put forth by Democrats, HB 207 exempts law enforcement, who are also private citizens, creating a two-tier system of rights:
“The tax imposed by this chapter shall not apply to the retail sale of any firearm suppressor to any federal, state, or local agency or to a law-enforcement officer for use in the normal course of his employment.”
The money confiscated by the state under this unconstitutional tax would be put into the general fund.
